The Commissioners’ Plan lays the grid. A grid of twelve avenues and 155 streets is drawn over the whole of Manhattan north of Houston Street, most of which is farmland, marsh and rock. It ignores topography and makes almost no provision for public open space, an omission that has to be corrected at enormous expense forty years later.
